Just to be clear: you're trying to create administrator menu items, not front-end site menu items?
Are you using a relevant user in the right ACL group etc? I would think Administrator back-end menus would only be created by super users, and not lower-level admins or managers?
That doesn't explain the extensive error, if it were not permitted, I would expect a simple "you can't do that" message.
