Use a module. Put it in the right-hand side column module position (depending on your template).

What mailing list/newsletter system are you using?

Some suggestions:

• ACYMailing
• Phoca Mail
• External services like Mailchimp or Campaign Monitor could be used which have 'bridging' extensions in Joomla.
• The third-party services may provide a code snippet for the sign-up form; copy and paste their code into a Joomla custom module, and place that module wherever you want it on your site. (The code may also facilitate subscription management such as modifying email or cancelling subscription)
• Some Joomla extensions - form builders - can also allow you to design your own form, and connect with those third-party services (or I assume, with Joomla newsletter components)
