The String is a Version Control. When the String changes, the Browser knows the file has changed and reload it instead of using the cache.
However, your Issue is the Double GZIP Problem. The . htaccess file has entries to zip up JS and CSS. When the server is set up to also zip files by default, they will be zipped twice.
