I can confirm that the same error message is displayed even when using Cassiopeia, unless the Super User is already logged in at the front end. I had also turned on the option 'Shared Sessions' in the System tab of the Global Configuration.
If the Super User is already logged in at the front end, the activation succeeds straightaway with the message "The user's account has been activated and the user has been notified about it" and the user receives an email with the subject "Account activated for NN at My Test Site".
