Change to 'Maximum' and turn on the option 'Debug System' in the System tab of the Global Configuration. Those settings will display detailed error messages, followed by a few lines from the PHP call stack, which will hopefully give more information about the issue.error_reporting: simple
You can try to identify the culprit by disabling third party plugins one by one while trying to log in using one of the super user accounts that get blocked.
